Basketball Sizes
- Kinder-4th Boys & Girls: 27.5″
- 5th/6th Boys & Girls: 28.5″
- 7/8th Girls: 28.5″
- 7/8th Boys: 29.5″
Defense
Rookie League + Boys 2nd Grade: Volleyball attack line. 1st half man to man, 2nd half man or zone (behind attack line). 2nd grade only may press in the last 2 minutes of the 4th quarter.
3rd/4th Boys & Girls: Half court attack line. 1st half man to man, 2nd half man or zone (behind attack line). Last 2 minutes full court press.
5/6th Boys & Girls: Half court attack line when in a dead ball situation. 1st half man to man, 2nd half man or zone. Last 5 minutes full court press.
*No attack line while ball is in play.
Example: if the other team scores or a whistle is blown players would have to get back to the half court line until the ball crosses half court.
7/8th Girls & Boys: Any defense can be played the entire game. Can press the entire game.
Length of Playing Periods
There will be four (4) quarters with ten minutes playing time in each quarter.
Each period shall be a running clock, only stopping on:
1) Time-outs
2) Injuries
3) Technicals
4) Substitution of players at the 5-minute mark
- 1st, 3rd, 4th, and OT= (1) minute intermission
- Half time will be two (2) minutes and will occur after the 2nd
If a team has 11 players; (5) Five minutes will be added to the end of the 1st or 2nd quarter provided all 11 players are present before the start of the 2nd half
Start of Game
1) A jump ball between the teams at mid court starts the game and in overtime.
2) Home team wears light white jersey, Away team wears black color.
Substitution Rules
Each player must play a 5-minute segment of each quarter.
***There is subbing every 5 minutes of every quarter. This is not a time out.***
Official score keeper must confirm the player in the game has 3+ fouls if the coach wants a substitution in the 1st half, and 4 fouls in the 2nd half. You may only substitute that player back in at the 5 min quarter interval or end of period.
- If the game is one-sided please be considerate and substitute accordingly.
- Free substitution will be allowed in overtime only.
- (30) seconds before subs, players entering the game need to sit next to the scores table.
Player Participation Rules
- Each player must wear the official reversible jersey provided by the League.
- If a team only has 6 players each player will sit out at least (1) 5-minute segment of each game.
- If a team has 7+ players each player must sit out at least (1) 5-minute segment of each half. All players are required to play at least 20 minutes (unless a player fouls out at 5 fouls).
- Middle School Grades (7th/8th) will not have to follow the above participation rules in the 4th quarter only. Coaches will be able to free sub at their discretion.
**prebuilt teams playing prebuilt teams will have the player participation and 5 minute substitutions waived for both teams. Instead coaches will be able to free sub at their discretion by checking in at the score-table.** If a prebuilt team is playing a drafted team participation and subbing rules outlined above apply.**
Missing Practice – New
Barring extreme circumstance (ie medical, family emergency, etc) if a player misses at least 2 consecutive weeks of scheduled practices and a coach offers at least 2 practices per week on our practice court allocation sheet, you do not have to play them in the 4th quarter. To ensure parents have time to make accommodations to your practice times coaches must email us after missing both weeks of practices. The league will then try to get a hold of the player and give them one week to attend practice. If the attendance is still not met the league will send an email to show the table. It is your responsibility to have this email ready to show the table. This rule will remain in affect until the player attends at least one practice per week.
The Clock
The clock will be a running clock until the last (2) minute of each half. The clock shall be a regulation stop clock during the last (2) minutes of each half unless the game is a mercy game (20+ difference). On free throws, the clock will continue to run UNLESS last two (2) minutes of the game. If Mercy Rule is in effect, clock will continue to run.
Timeouts
Each team will be given one (1), 30 second timeout in the first half. Each team will be given two (2), 30 second timeouts in the second half. Only one (1) 30 second timeout will be given to each team for each overtime.
Overtime Periods
1st OT = 2 minutes; 2nd OT = 1 minute; 3rd OT = Sudden Death. 1 timeout per OT period.
Free Throws
The free-throw line will be:
2nd and 3rd Boys and 3rd/4th Girls: at the 10’ blue tape line.
4th grade + Boys and Girls: High School foul line (15 feet)
4th graders transitioning to 15 feet may jump over the line. A shooter may touch the line, but not cross completely over the line with their foot.
2nd-4th Youth League players can have help from their coaches setting up the free throw line to get players situated quickly. This should not be done to move players around but to get players situated as quickly as possible. After the New Years players will not be able to have assistance from the coaches.
Free Throw Bonus Rule
One and One bonus free throws shall only occur on the 10th+ foul of each half. The double bonus will not be enforced. Technical Fouls do not count as team fouls, flagrant fouls do.
SoCal Elite Jersey Rule
A player not wearing the official SCE jersey when entering the game will receive a technical foul. (2) free throws and possession is awarded to the opposing team for each violation.
Illegal Defense
Any defense that does not follow the guidelines outlined in above section DEFENSE. First offense is a WARNING. Each offense after will result in a TECHNICAL FOUL. The attack line will be assigned prior to the start of the game and will be enforced when a team is up by 15 or more points. See Mercy Rule.
Mercy Rule
If a team has a 20-point lead at any time during the game, the mercy rule will go into effect. The team will not be allowed to employ a full-court press or a half-court press. A man-to-man defense with no double teaming will be used, setting up below the volleyball line. The clock shall become a running clock at all times until the point difference is under 20 points, except for time outs. Once the game becomes 25+ fast breaks will be stopped by the official and teams will have to inbound the ball. Scoreboard will be turned off at 30 points.
Forfeit Rule
A forfeit occurs if a team only has 3 players or less after a 5 minute grace period. 4 players may take the court while the other team may play 5. A team with 4 players may opt to borrow a player from the opposing team (if a player is willing to) but doing so results in a forfeit.
Boys 3rd Grade

- If a team is up by 15+ points that team cannot press and must pick up defense behind the attack line. Mercy Rule applies (see below).
Illegal Defense
Any defense that does not follow the guidelines outlined in above section DEFENSE. First offense is a WARNING. Each offense after will result in a TECHNICAL FOUL. The attack line will be assigned prior to the start of the game and will be enforced when a team is up by 15+ points. See Mercy Rule (below).
Mercy Rule
If a team has a 15-point lead at any time during the game, the mercy rule will go into effect. The team will not be allowed to employ a full-court press or a half-court press. A man-to-man defense with no double teaming will be used, setting up below the volleyball line. The clock shall become a running clock at all times until the point difference is 10 points or less, except for time outs. Once the game becomes 25+ fast breaks will be stopped by the official and teams will have to inbound the ball. The clock will become a regulation clock if the point difference reaches 10 points or less.
